The project involves constructing robust retaining walls to support the landscape, complemented by lush landscaping that enhances the area’s natural beauty. The project will also feature ornamental sculptures and captivating art installations along Interstate 10, stretching from Geronimo to Hawkins in El Paso, adding a touch of artistic flair and enriching the travel experience for commuters and visitors alike.

The EPIA Terminal Enhancements project includes new landscape and lighting improvements from the intersection of Montana and Airway and continuing through and around Terminal Drive loop. Other features include a custom mural, new sidewalks and walkways, and an enhanced plaza at The Equestrian to provide pedestrian connectivity between the Terminal and surrounding hotels and restaurants.

Constructed for the Texas Department of Transportation, this slope stabilization project addressed hazardous
rockfall conditions along State Loop 360 just north of the Pennybacker Bridge. The project included 50-foot-deep rock cuts, removal of approximately 140,000 cubic yards of limestone, installation of improved drainage channels with rock and concrete riprap, and new roadway striping to enhance long-term safety.

The Jordan Foster team developed an innovative traffic control plan that improved safety while maintaining traffic flow on
one of Austin’s busiest roadways. Unstable rock excavation adjacent to active lanes was completed during nighttime lane closures using specialized equipment, while close coordination with TxDOT and sound monitoring minimized impacts to the
traveling public.

Jordan Foster Construction performed as General Contractor on the TxDOT IH-10 / US54 Renovation. This contract was to furnish all labor, materials, transportation, and services for the construction improvements involving LED illumination, structure repairs, and painting for a complete and operable project as intended by the drawings and specifications of the Texas Dept. of Transportation. This project was one of three phases of improvements for El Paso, enhancing the aesthetics of the El Paso airport corridor.

The project included comprehensive improvements to roadway access, drainage systems, and underground utilities. Each component was delivered with precision to ensure reliable performance and protect long term value for the surrounding area. Strategic grading and stormwater management were implemented to enhance site functionality while mitigating future risk.

Beyond core infrastructure, Campo del Sol was designed to elevate the overall neighborhood experience. The development features a signature lazy river amenity that enhances the community environment and distinguishes the project within the regional market. This addition reflects a broader commitment to creating spaces that serve both function and lifestyle.

Campo del Sol 1A and 1B strengthens the surrounding community by combining disciplined infrastructure execution with forward thinking site design. The result is a development built to perform, built to endure, and built to add measurable value over time.

Phase II of the Eastside Sports Complex in El Paso, TX, marked a significant expansion of the park, enhancing its offerings for the growing far East El Paso community. Located along Montwood Drive, the $12 million expansion added more than 40 acres to the complex, bringing its total size to over 80 acres.

Building upon the original park’s opening in 2020, this phase saw collaboration between Jordan Foster Construction’s Building Group, Infrastructure Group, and Landscaping Division. Key improvements included the addition of eight new competition-grade flat fields, enhanced lighting, expanded parking, and fencing. ADA-compliant restrooms were also installed to ensure accessibility for all visitors.

Other notable upgrades to the park’s amenities included the creation of a hiking and biking trail, an all-abilities playground, covered picnic areas, and food truck spaces. The project also incorporated seating for up to 500 spectators, ensuring the complex can accommodate large crowds for various events.

Funded through the 2012 Quality of Life bonds, this expansion further solidifies the Eastside Sports Complex as a key recreational hub for the region, providing ample space and modern amenities to meet the needs of the community.

The Taxiway M Relocation project at the El Paso International Airport involved the demolition and relocation of Taxiway M to align it with the Runway 8R threshold, improving airfield operational efficiency and safety. The project included the construction of new pavement, electrical systems, stormwater drainage, and site grading.

The scope of work featured the removal of over 117,000 square yards of milled asphalt and concrete pavement. In its place, new 15-inch thick concrete pavement, cement-treated base course, and asphalt were installed, totaling over 85,000 square yards of new materials. Additionally, the electrical infrastructure was upgraded with over 94,000 linear feet of cables and more than 31,000 linear feet of underground conduit to support airfield lighting and 124 new taxiway and runway light fixtures, along with 15 airfield guidance signs.

A 15-foot tall, 160-foot wide visual screen was constructed at the end of Runway 8L to enhance safety and visibility. The project was completed in about 11 months, following all change orders, and plays a vital role in ensuring the continued safety and capacity of the El Paso airfield.

The FM 971 Improvements project involved a comprehensive pavement rehabilitation, with the addition of shoulders and enhanced safety treatments. This full roadway reconstruction included milling the existing pavement, grading, and widening through excavation and embankment. Key tasks involved treating the existing base with cement, placing a new base, applying an inverted prime, and finishing with T Y-D Hot Mix Asphalt (HMA) and a seal coat for durability. Additionally, drainage improvements included culvert extensions, reinforced concrete pipes (RCP), and headwalls/wingwalls. To enhance safety, the project also incorporated metal beam guard fences (MBGF), updated signage, and new pavement markings. This extensive reconstruction effort aimed to improve roadway quality, durability, and safety.

Commencing in January 2024, this ambitious endeavor boasts a contract total of $68 million over a five-year design-build period. Spanning 4.6 miles, the project aims to enhance transportation infrastructure and alleviate traffic congestion by widening FM 1516. In addition to the widening efforts, significant drainage improvements are also slated to mitigate flooding risks and enhance overall road safety.

One notable aspect of this project is the intersection of Schaefer Road at the renowned Judson High School football stadium. Completion of this critical juncture within 126 working days carries a substantial incentive of $100,000, underscoring our commitment to timely and efficient project execution.

The Temple Outer Loop North (Phase III) project in Temple, Texas, launched in February 2024 with a budget of $42,645,706. This initiative aims to upgrade the area’s transportation infrastructure to meet growing demands. Key features include a new four-lane roadway spanning 9,500 feet to improve traffic flow and accessibility. A notable aspect is the construction of a 1,135-foot-long bridge over the BNSF Railroad, enhancing connectivity between crucial points.

The project incorporates six Mechanically Stabilized Earth (MSE) Retaining Walls to provide structural support and aesthetic appeal. Additionally, 12,910 feet of storm drainage, comprising Reinforced Concrete Pipe and Box, will manage water efficiently and prevent flooding. Utility infrastructure enhancements are also a priority, with 5,100 feet of new water lines and 8,650 feet of wastewater lines being laid to support essential community needs and future growth. Overall, the Temple Outer Loop North (Phase III) project represents a collaborative effort to advance infrastructure, spur economic development, and improve residents’ and commuters’ quality of life.
